Fluency norms are most useful when they provide context rather than a verdict. This chart helps you compare a student's words-correct-per-minute score to seasonal grade-level benchmark ranges so you can spot whether the rate is broadly on track, above benchmark, or in need of support.
Use the chart alongside accuracy, phrasing, prosody, and comprehension. A student can read quickly without strong understanding, and another student may need more support than a percentile band alone can show.
